TPWODL’sULA Model Delivers Zero-Bill Success for Consumers; 44 Households Achieve Zero Electricity Bills on November 25

Burla, 11 December 2025: Demonstrating its strong commitment to consumer empowerment and sustainable energy, TP Western Odisha Distribution Limited (TPWODL) has recorded a significant rise in rooftop solar installations under both the Ula Model – Utility Led Aggregation Model and the PM Surya GharMuft Bijli Yojana. A growing number of households across Western Odisha have benefitted from reduced energy costs, with many enjoying zero electricity bills.

Under the ULA Model– Utility Led Aggregation Model, which is also a part of PM Surya GharMuft Bijli Yojana, a total number of 142 consumers have installed the one-kilowatt rooftop solar system across TPWODL’s operational areas. Notably, 44 consumers received Zero Billson November 2025, reflecting the scheme’s direct financial benefits. Installations span key districts including Bargarh (8), Bolangir (7), Kalahandi (8), Nuapada (19) and Jharsuguda (2).

Importantly, all ULA Model rooftop solar (RTS) systems are integrated with Smart Meters, enabling seamless connectivity between the LT line and the RTS system. These smart meters have also demonstrated high accuracy and reliable performance, ensuring transparent energy accounting and smooth operation.

Gopal Sandha, a consumer from Raghunathpali village of Jharsuguda district, who has installed TPWODL’s ULA Modelone-kilowatt rooftop solar system, expressed his satisfaction and shared, “Earlier, my monthly electricity bill used to be around ₹300 to ₹350. But after installing the one-kilowatt ULA Model solar system, my electricity bill for the month of November has become zero.”

Similarly, the PM Surya GharMuft Bijli Yojana has seen an impressive uptake, with 7,691 consumers installing rooftop solar systems till date across TPWODL’s nine revenue districts. Out of these, 2,617 consumers achieved Zero electricity Bills in November 2025. District-wise adoption includes Sambalpur (283), Bargarh (445), Bolangir (247), Sonepur (145), Kalahandi (357), Nuapada (310), Deogarh (44), Jharsuguda (278) and Sundergarh and Rourkela (562).

On this milestone, Mr. Parveen Verma, the chief executive officer, TPWODL stated that, “Both the ULA Model and PM Surya Ghar schemes show how rooftop solar can directly benefit households. Our focus is to make green energy accessible, affordable and dependable for consumers across Western Odisha.”

It is not out of place to mention that, under the ULA scheme, consumers do not need to bear the full installation cost of a 1 kW rooftop solar system, which typically ranges between ₹65,000 and ₹75,000. Instead, eligible consumers pay only ₹8,747, including ₹5,000 towards solar panels and ₹3,747 for the solar meter, making the transition to solar power highly affordable. The company undertakes the complete installation and offers 5 years warranty on all machineryanda25 years warranty on solar panels, ensuring long-term reliability.

This may be also noted here that the scheme is part of the nation-wide lunched PM Surya GharMuft Bijli Yojana for creating a revolution in renewable energy generation and environment protection. The targeted low-income group and the middle class of the society will be immensely benefited and can now afford for installation of RST system and the participate in the renewable energy revolution.
